Aims

To facilitate the interpretation and implementation of the Trade Act & Regulation,Industrial & Development Act & Regulation, Liquor Act; their regulations & guidelines and hawking & street vending byelaws.

Objectives

  • To promote Local Economic Development in the District in accordance with statutes governing trade

  • To disseminate information to the public through workshops/kgotla meetings about the available Government trading schemes for the betterment of their standards of living

  • To sensitize the public on Trade Acts, Industrial Act, liquor Act, Council policies regulating business vending and temporary structures operations in both planning and non-planning areas

Committee Meetings

Trade and Industrial Licensing Committee meetings are held every Wednesday

Liquor Control Authority Meetings are held every month

Trade and liquor Licensing Requirements

The following shall be attached to the application for a Trade licence according to the Trade Act, 2003 Amendments and Regulations as well as for a Liquor licence in accordance to the Liquor Act, 2003 and its regulations.

  • Land board lease & Lease Agreement between parties

  • Confirmation of zoning by Physical Planning unit

  • Satisfactory Health Inspection report by Environmental Health unit

  • Certified copies of passports for non-citizens and Omang for citizen directors

  • Certificate of Incorporation or Registration

  • Latest form of Annual returns/Annual return reminder letter for new companies

  • Form 2 or Form 13

  • Pharmacist certificate & approval letter from Ministry of Health for Pharmacy licence

  • Line of trade for Agent licences

  • Payment of a non-refundable application fee of P100.00

  • Publication of gazette for all liquor licenses except for Liquor Depot licence

  • Payment of a non-refundable application fee of P100.00 for all liquor licences and payment of a non-refundable application fee of P50.00 for Liquor Depot

  • Resolution letter of representation for representatives in the liquor Control Authority meetings

Industrial Licensing Requirements

The following shall be attached to the application for an industrial licence according to the Industrial Development Act, 2006 Amendments and Industrial Development Regulations, 2008:

1) Business background or Executive summary

2) Certificate of incorporation

3) A detailed description of the production process to indicate how each product will be produced as requested on the ‘Additional information sheet’, then answer all questions as listed that are intended to address the environmental issues

4) An environmental impact assessment report /statement from the Department of Environmental Affairs.

6) A report from

a) Environmental health (fire extinguisher & First aid kit needed)

b) Food control (Ministry of Health)

7) Reports from physical planning officer confirming the zoning of place of operation.

8) Lease agreement between the lessor and the lessee/letter from the landlord.

9) Certified copies of identity cards for citizen shareholder.

10) Commitment letter from a licenced waste carrier.

-a valid waste collection license

-pay P50 administration fee

-pay P200 for issuance of indefinite industrial license.

11) All industrial licences are paid P200.00 licence fees

APPLICATION PROCEDURE FOR REGISTRATION/CHECKLIST OF APPLICATION REQUIREMENTS

When submitting an application for A Registration Certificate at the Local Authorities by citizen owned micro and small scale businesses, the following documents should be attached;

  1. Duly completed form AIL 6 (A);

  2. Certification of Registration (Business Name) or Certificate of Incorporation

  3. a) Proof of ownership of the residential plot/title deed;

b) The consent letter from the owner and proof of relationship.

4. Certified true copy of valid Omang (ID)

5. Clearance from Physical Planning Department

6. Health Clearance report

7. Simple illustration of the production process

a) List of raw materials to be used in the production of products or line of trade

b) Production process end to end

c) List of by-products or waste; and

d) Method of handling and disposal waste

8. Proof of payment of levy for collection of waste;

9. P10.00 registration fee; and

10. Letters from immediate neighbours consulted.

Vending and Hawking Bye Laws certificates Requirements

1. Copy of certified Omang (ID)

2. Two passport size photos

3. Certificates are paid P20.00
